Business Proposal Manager

You will be working for Oracle’s North America Applications Shared Services team, remotely supporting the North America Applications Sales organization in a diverse number of ways and providing on-site management support in Bucharest, Romania for State & Local/Higher Education/Healthcare Proposal Managers. The team provides proposal response coordination and project management.

 

You will be responsible for managing a team to support the RFx process from bid issue through proposal submittal, as well as supporting personal/professional development and performance of the team, in which they will build proposal management skills and a good commercial sense while working in an international environment. In addition, you will maintain a close relationship with the extended NAA organization.

What you will do:

  • Manage and resource the day to day inflow of requests based on availability, skills and other criteria;
  • Build relationships with and act as the primary contact point with NAA RFx Proposals management to discuss team skills, availability, services/activities and new projects;
  • Monitor progress of activities, signal potential issues and guard customer satisfaction concerning the team’s deliverables;
  • Act as a coach to members of the team in various tasks and operational requirements, provide quality assurance reviews on deliverables;
  • Responsible for hiring new staff members with management guidance and assistance;
  • Responsible for the induction of new staff members;
  • Support the creation of training plans for new and existing staff, maintain a good understanding of skills available within team;
  • Develop key talent and manage performance;
  • Support administrative processes and monitor operational excellence;
  • Support the development of new services, processes, and tool utilization;
  • Always look for ways to improve and grow existing services;
  • Ensure collaboration with other lines of business.

 

Who you are:

We are looking for individuals that match the following profile:

  • Business, Technical/IT education, university degree;
  • At least 5-7 years of proposal management experience;
  • Previous team management experience strongly preferred;
  • Excellent planning, prioritizing, and organizational skills, with the ability to manage team bandwidth effectively;
  • Ability to multi-task and share job responsibilities with other team members;
  • Ability to quickly understand customer/project requirements and to translate these requirements into concrete project deliverables for team via the production and delivery of high quality proposals;
  • Ability to manage deadlines with team, colleagues, and internal customers in a very fast-paced environment;
  • Excellent verbal and written communication skills in English - concise, impactful, and adaptive communication style for different personalities/cultures and circumstances;
  • Flexibility and ability to adapt to change. Pre-Sales is a very dynamic and fast-growing environment and the type of activities required might change depending on the overall sales strategies;
  • Results-oriented mindset and ability to support team delivery of quality, compliant proposals;
  • Self-motivated, with the ability to drive and support innovation in the team;
  • Strong people management and interpersonal skills, enthusiastic and motivational;
  • Very skilled in use of web applications and desktop/office automation software;
  • Qvidian knowledge/experience or an equivalent knowledgebase tool a plus.



The Business Proposal Manager participates in new business development within Oracle and plays a key role in long term positioning of Oracle for targeted opportunities. Business Proposal Managers typically manage Business Proposal Representatives. 

First line manager that provides tactical direction to staff and executes against stated objectives. Ensures that operational policies are followed. Responsible for delivery of agreed service standards/levels. Understands and ensures goals are met within the group or department. Makes decisions that impact achieving tasks, business targets, schedules or operations. Works on job-related issues specific to the role that has minimal impact to overall Business Unit results. Problem resolution requires minimal supervision and authority. 

Leads a specialized area which may have diverse functional elements. Frequently interacts with supervisors and/or functional peer group managers. May interact with senior management. A proven track record of excellent problem solving and research skills, and excellent communication skills, while projecting a positive, professional image is ideal. Because of the nature of this position excellent communication skills, as well as the ability to provide leadership and direction to a professional team is needed. As a Manager, you will demonstrate good judgment in the balancing of customer, employee, and company objectives. A bachelors degree and 5 years of professional experience in field preferred.
