Emerging and future digital technologies and the opportunities they offer will profoundly improve the lives of those furthest behind. Recognizing this potential, the United Nations Development Programme (UNDP) has launched an organization-wide digital transformation that will splice digital into its DNA—harnessing its potential to do good for more people, better and faster. UNDP’s 2019-2021 Digital Strategy created a new UNDP Digital Unit (the Chief Digital Office), charged with leading the next wave of innovation in sustainable development. A new digital strategy (2022-2025) outlines how UNDP will create a world in which digital is an empowering force for people and planet.

Project Description:
The “Data to Policy” project, spearheaded by UNDP is designed to enhance the capacity of governments to harness data for informed policy and decision-making. Central to this is the Data to Policy Navigator, a comprehensive tool crafted to help government executives and policymakers understand and apply the principles of data-driven decision-making. As well as the Data to Policy Network which fosters a peer-to-peer learning environment among policymakers through learning sessions, an online platform for connection, and curated knowledge resources. Complementing these efforts, the Data to Policy Trainings offer 1 to 3-day training sessions focus on integrating data into policymaking, particularly in least developed countries.
The incumbent will guide and support the learning components of the project, as well as liaise with relevant stakeholders and Data to Policy network members to reach common objectives as part of the project.
Reporting into the Data Lead at the Chief Digital Office, the incumbent will be responsible for the below:
Expand Data to Policy Navigator, Network and Trainings
- Guide and support the expansion of the Data to Policy Navigator, including regularly updating content and features for the Navigator, as well as supporting in the co-design of communication campaigns
- Guide and support the expansion of the Data to Policy Network, including supporting in the design and implementation of learning sessions and other similar offerings.
- Guide and support the expansion and professionalization of the Data to Policy trainings, including the delivery of trainings to reach more countries, especially Least Developed Countries, within the training offering.
Foster Effective Multi-Stakeholder Management
- Liaise with key external stakeholders to drive the project forward and establish and maintain partnerships with data experts, networks and other potential partners.
- Coordinate the global project with relevant team members and support in translating project decisions into actionable results to ensure technically sound execution, sustainability, and ability to scale the project from the use cases.
Enhance Knowledge Exchange and Thought Leadership on Data
- Report on developments on the Data to Policy project to the project board, circulate notifications of meetings, and prepare project board documentation in consultation with experts and/or leadership of the relevant units, as appropriate (including when an agenda item has major policy, technology, financial, procurement, legal or human resources implications).
- Provide partnership, administrative, and programming support to the Data Lead in managing the CDO’s country digital programmes delivery.
- Contribute to the design and strategic planning of data and partnership related initiatives to be implemented by the Country Digital Transformation team within CDO, including setting up meetings with key stakeholders, and the preparation of the relevant materials.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functinoning of the Office and the Organization.

The Data to Policy Analyst will be reporting to the Data Lead within the Chief Digital Office.

Min. Education requirements |
Advanced university degree (Master’s degree or equivalent) in Public Administration, Management, Law, Economics, Finance or a related field is required. OR A first-level university degree (bachelor’s degree)in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. |
Min. years of relevant work experience | Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in stakeholder coordination in a global setting. |
