Project Officer - SPHERE
ROLE PURPOSE:
The post holder will be one of the team members under Save the Children which will be implementing the emergency response called SPHERE - Sibugay`s Protection and Education in Emergencies Response to El Niño. The Action will contribute to alleviating the impacts of drought brought about by the El Niño phenomenon on women, men, girls and boys in the Province of Zamboanga Sibugay particularly in the two municipalities of Imelda and Tungawan.
The intervention is designed to support a total of 5093 individuals from 20 barangays in Zamboanga Sibugay that is affected by the El Nino crisis. The target population is composed of 2440 males and 2653 females, ensuring an inclusive approach that addressed educational, and protection needs across different age groups. This population includes 3,306 children aged 6-12 years (1,648 boys and 1,658 girls) 827 adolescents 13-17 years (412 boys and 415 girls), and 960 adults aged 18 years and above (380 males and 580 females).The response activities will identify and target the most vulnerable families in Imelda and Tungawan, whose incomes, primarily derived from agriculture, have been severely impacted by El Niño, leaving them unable to afford the educational and other essential needs of their children. This focused support aims to alleviate the economic hardships faced by these families and ensure the continuity of their children`s education.
To respond effectively to the needs of the El Nino-affected population the focus will be towards ensuring learning continuity through rebuilding and restoring services. This includes refurbishing damaged classrooms to provide conducive learning environments for boys and girls, and rehabilitating or installing gender and age-sensitive WASH (water, sanitation, and hygiene) facilities to ensure safety and hygiene. 22 public elementary schools will each receive Php 100,000 cash assistance to be disbursed in 2 tranches. This amount will be used to purchase materials and as payment for labor to refurbish and/or improve existing, dilapidated, and non-functional WASH facilities or classrooms to improve the children’s learning environment. These efforts will adhere to safety and environmental standards based on Save the Children`s previous experiences.
As an early recovery response, the activities in the schools will prioritize ensuring timely interventions, especially with the upcoming opening of the school year 2024-2025. EiE activities will include enhancing educational support by providing school kits and hygiene supplies tailored to the specific needs of children and adolescents, gathered through ongoing consultations. Financial barriers to education will be mitigated through cash support amounting to Php 6,000 per child, addressing expenses such as miscellaneous and school-related fees, transportation, uniforms, and meal allowance.
Community participation is integral to the intervention. Regular consultations adapted to age and gender will be conducted to gather feedback from the target population, ensuring that the support provided is relevant and effective. Education awareness campaigns on Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) will be inclusive, encouraging participation from all children and adolescents. These campaigns will raise awareness about La Niña preparedness and conservation practices for water and power, fostering a community-wide understanding of these critical issues.
Teachers and community members will be educated on identifying child protection risks and making safe referrals for survivors, including sexual and gender-based violence (SGBV) and grave violations against children. This education will include information on children’s rights and protective measures, establishing referral pathways for child protection and SGBV mechanisms within schools and communities in collaboration with local government units.
Support will also extend to vulnerable groups such as children of affected farmers and fisherfolk. These children will receive referrals to specialized services, with cash assistance available for transportation and care services based on clear eligibility criteria and standard operating procedures. Children with disabilities will be ensured inclusive participation by providing necessary accommodations and referring them to appropriate service providers.
Psychosocial support is another crucial element of the intervention. Psychological First Aid (PFA) and psychosocial support sessions will be delivered using age-appropriate and culturally sensitive materials. These sessions will be inclusive, ensuring that children with disabilities receive reasonable accommodation.
To enhance the overall effectiveness of child protection, technical support will be provided to multi-disciplinary teams at the municipal level to integrate child protection into their work. This support will improve response procedures, ensuring immediate service provision and mitigating the risk of causing further harm to survivors and their families.
The Project Officer is responsible for the smooth planning and coordination of multi-sectoral programing in covered areas or cluster of barangays/municipalities. He/she will be mainly responsible in the efficient implementation of the education in emergencies activities, contributing to the achievement of the overall outcomes of the Action, as well as the primary focal person in organizing and mobilizing partners, stakeholders’ and institutions. He/she will be the on-site representative of Save the Children in courtesy meetings/planning with key stakeholders and for barangay officials and the community at large.
1. The post holder is primarily responsible for community engagement and coordination in an assigned SCP geographical area, in particularly, Tungawan and Imelda in Zamboanga Sibugay and other Save the Children programs may require support in other areas of operation.
2. The post holder will input into the area strategy, play a key role in assessments, and ensure community engagement and coordination is cohesive across both the area and for all technical sectors.
3. The Project Officer represents Save the Children in communities and with stakeholders, e.g. community leaders, representatives from donors, government, and other agencies as required.
QUALIFICATIONS, EXPERIENCE AND SKILLS
- Bachelor’s and/or master’s degree in education preferred, or another relevant field
- At least 3 years humanitarian and developmental work experience
- Organisation, management and negotiation skills
- Good communication skills
- Prepared to work under pressure
- Honest and motivated
- Knowledge of case management
- Capable to provide case management training to para-social workers.
- Previous experience working with humanitarian organizations
- Knowledgeable in Microsoft Office (Excel, Word, Powerpoint, etc.)
- Prepares monthly progress reports
- Prepares documentation for final handover
- Prepares project completion report of each project
• Ensures good communication with supply chain so that procurements, purchases and contracts are made according to Save the Children and donors procedures
• Ensures good communication with beneficiaries, local partners and local authorities at the field level.
- At least 2 years previous experience managing people and implementing development programs with themes on Education in Emergencies, Child Protection in Conflict, Child Trafficking.
- able to work with minimum level of supervision
- good English speaking, group facilitation and representation skills
- above average report writing skills
