ROLE PURPOSE: 

The Program Officer plays a pivotal role in ensuring the quality and efficiency of Save the Children`s programs across multiple sectors, including Case Management, Child Protection, Education, Shelter, WASH, FSL, and Child Rights Governance. Working closely with the Area Manager, the Program Officer will coordinate the implementation of emergency response and development initiatives, support partnership management, and lead reporting efforts to enhance program delivery. Additionally, the role provides critical support to the Advocacy, Communications, Campaigns, and Media (ACCM) team, ensuring alignment with organizational objectives. 

In times of major humanitarian crises, the Program Officer will be expected to adapt and extend working hours as required to meet urgent needs

CHILD SAFEGUARDING: 

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

Role Dimensions: Communication with Area Manager, Program Managers, Monitoring Evaluation Accountability and Learning, Partnerships Unit, ACCM and Awards Management Unit to ensure drafting of internal and external reports for operational activities. 

KEY AREAS OF ACCOUNTABILITY: 

Reporting, data, evidence, referrals (35%)

  • Liaise with head of sectors to gather accurate data about programme implementation to facilitate the preparation of periodic reports, i.e. Sitreps, activity-specific reports, as required and to facilitate responding to periodic donor and internal requests. And to review donor narrative reports as required and per donor guidelines
  • Review donor reports after receiving programme inputs to ensure accurate reflection, high-quality content, harmonized messaging, and strategic alignment in reporting.
  • Oversee operations RIMS external and internal referral database and lead the reporting of referrals on activity info in coordination with the MEAL accountability team.
  • Identify areas for improvement within the reporting spectrum; and establish practical and consistent tools for coordinating reporting efforts. Additionally, support the creation of harmonized project management and tracking tools in coordination with the AM, IM and Head of Sectors

Program Support (20%)

  • In coordination with sector and support functions leads, prepare the monthly ARM meeting presentation.
  • In coordination with the head of sectors, prepare the project information template for high level visitors and donors and support donor visits preparation.
  • Attend different internal and external meetings as required and lead on taking minutes of meeting and following on actions implementation and progress.
  • Conduct field monitoring visits when required.  
  • Deliver inductions and/or trainings as needed 

Partnerships Support (30%)

  • Manage the Sub-Award Tracking (SAT) system for each partner at the field level to make sure that narrative, financial and MEAL reports are submitted on time with needed supporting documents. 
  • Together with program teams review partners’ narrative reports and capacitate their teams to develop high quality narrative reports.
  • Oversee the implementation of the Capacity Development Plan with the partner on the field, in coordination with the Program Manager, Area Manager and the partnership department at the country office and other relevant departments.
  • Contribute to the implementation of the Organizational Capacity Development (OCD) plan, in line with the CDP and in close coordination with the partnership department at the country office. 
  • Deliver training and coaching sessions to the partners’ teams based on the needs.
  • Provide updates to the partnership department and AMBD on partners’ agreements and amendments when required. 
  • Contribute to partner mapping and broader partnerships management scope along with the PM and AM when needed.

Advocacy, Campaigns, Communications and Media (15%)

  • Support and coordinate with project managers on gathering information and content as necessary for external or internal communications work, including conducting content gathering visits to project activities/events, to collect high quality case studies, photos, etc.
  • Work with the ACCM team to identify potential media moments. 
  • Liaise with the ACCM team to ensure sign off, following specific guidelines, including Child Safeguarding, on all SCI materials for internal/external use.
  • Support the ACCM team to ensure that the branding and communication guidelines of Save the Children are uniformly and consistently followed across the Area Office.
  • Support the ACCM team on the delivery of high-quality communication materials for all programs, including handouts, factsheets, reports, newsletters, and infographics.
  • Coordinate with the ACCM team, on area-specific events and high-level visits.

General 

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS 

  • Bachelor’s degree in social work, International Development, International Relations or related field.
  • Fluency in both written and spoken English and Arabic.

EXPERIENCE AND SKILLS

Essential technical competencies

  • At least two years of prior professional experience in a similar role, program coordination, or relevant positions, ideally within an international or local organization. 
  • Ability to write weekly and monthly reports
  • Computer knowledge (proficient in word and excel and development of graphics)

Essential behavioral competencies

  • Ability to take initiative where appropriate to deal with difficulties encountered in daily work
  • Excellent contact and diplomacy to manage relationship in tensed situation
  • Ability to maintain consistent high standards of professional behaviour and achievement when working independently and as part of a team
  • Able to manage stress and pressure under tight deadlines
  • Commitment to and understanding of Save the Children aims, values and principles including rights-based approaches

Desirable experience

  • Experience in programming for large scale humanitarian emergencies
  • Experience in working with partners or in partnership
  • Experience working in development, humanitarian, or community-based projects.
