Title: Kreasi Regional Manager 

Location: Kalimantan and Maluku

CHILD SAFEGUARDING:  Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore, a police check will be required (at ‘standard’ level in the UK or equivalent in other countries). 

ROLE PURPOSE:  

Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a program designed to accelerate the improvement of literacy, numeracy, and character education for pre-school and primary school students in 8 districts across 4 provinces in Indonesia. The program is funded by the Global Partnership for Education (GPE) through the Multiplier Grant allocated for Indonesia, leveraging the investment of the Australian Government’s Department of Foreign Affairs and Trade (DFAT) for its INOVASI Phase 3 program.  

KREASI, and its Grant Agent, Save the Children Australia and Save the Children Indonesia as the in-country representative, were appointed by the Ministry of Education, Culture, Research, and Technology (MoECRT) and the Ministry of Religious Affairs (MoRA), with the endorsement of Mitra Pendidikan Indonesia / Local Education Group (MPI/LEG), a consortium of 17 international and local education stakeholder organizations. The program is closely aligned with Indonesia’s national education goals, particularly the Merdeka Belajar initiative, which emphasizes essential and flexible learning processes tailored to the interests, talents, and needs of each student, focusing on holistic, relevant, and sustainable education.  

This program will synergize its strategies and implementation with the successful DFAT’s INOVASI program. This alignment ensures that KREASI not only adheres to proven practices but also complements Indonesia’s national education strategies. 

The post holder will oversees the implementation of KREASI project in two provinces within a specific region. This role involves leading district teams, managing resources, and ensuring programs align with the Save the Children mission and KREASI project objectives. Key responsibilities include program management, team leadership, stakeholder engagement, monitoring and evaluation, and strategic planning. The Regional Manager also advocates for education initiatives, manages budgets, and fosters community involvement to drive the success of KREASI projects. This post holder will be based in with frequent travel to respective project area. S/He will ensure the program activities are implemented according to plan and at a high-level of quality; all communications are completed in a timely and accurate manner; all child safeguarding controls are enforced; and financial and administrative management adheres to Save the Children and donors policies, regulations, and good practices. The Regional Manager will also lead on program planning and ensure advocacy initiatives with key government stakeholders to achieve positive change using evidence from our program work as the basis to support the theory of change. S/he will represent Save the Children in All area supervision as required by National Office. 

The post holder is a member of the Extended Management Team (EMT), may be invited to lead or participate in cross functional groups and will participate in EMT meetings as planned.  

KEY AREAS OF ACCOUNTABILITY: 

Ecosystem Partnership Management 

  • Identify, establish, and nurture strategic partnerships that align with the KREASI goals and objectives. 
  • Develop and implement strategies to grow and maintain a robust ecosystem of partners at the province and district levels. 
  • Act as the primary point of contact for ecosystem partners, managing relationships and ensuring mutual benefits. 
  • Collaborate with partners to identify opportunities for co-innovation. 
  • Negotiate and manage partnership agreements, ensuring compliance with terms and conditions. 
  • Collaborate with the Partnership Unit team, Partnership Specialist, and District Coordinators to identify partnership capacity-building needs and develop a plan as needed. 
  • Represent the organization at regional forums, meetings, and other events to advocate for program priorities and partnerships. 

Actively involved in developing and implementing high-quality programs:

  • Responsible for overall coordination of program implementation in the program area supervision to ensure high-quality programming according to the program commitment with the Donor, Indonesia member strategy, thematic and area strategies and Quality Framework 
  • Provide necessary support to designing cost-effective, innovative and high-quality programs to serve the most deprived children in close collaboration with the Program Impact & Ecosystem Team. 
  • Ensure integration of Child safeguarding into program work as per foreseen design (including proper risk assessments of program activities with mitigation measures) to ensure a safe environment for children. 
  • Support the Head of Program Operation in assessing partners, using transparent selection methods, and building capacity in line with SC Partnership Principles in close collaboration with the SC Partnership Unit team as well as align with GPE Principles.  
  • Ensure timeliness and quality of donor reports in his/her geographical area of responsibility.  
  • Support project staff including Implementing Partner Team in implementing the program in line with the quality framework and benchmarks, including Monitoring, Evaluation, Accountability, and Learning. 

Financial Management: 

  • Develop and manage regional program budgets with the District Coordinators, Finance, and Head of Operation, ensuring financial resources are allocated efficiently and expenditures are monitored closely, including partners` budgets. 
  • Collaborate with each local government to ensure that local budgets, from the government to school levels, are allocated effectively to support the project goals and are aligned with the GPE budget for efficient spending.Ensure compliance with donor regulations and organizational financial policies. 
  • Work with the finance team to prepare financial reports and annual audits as required. 

Staff Management, Mentorship, and Development – Program Implementation: 

  • Manage the program team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly, 
  • Manage the performance of all staff in the field office through:  1) Effective use of the Performance Management System includes establishing clear, measurable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations; 2) Coaching, mentoring, and other developmental opportunities; 3) Recognition and rewards for outstanding performance. 
  • Documentation of performance that is less than satisfactory, with appropriate performance improvements/ work plans. To be responsible for the work and professional conduct of staff and ensure that appropriate expertise is developed and maintained through continuing professional and personal development 
  • Manage the program team and ensure staff capacity building is available to support professional development opportunities for staff. 

Compliance, Risk Management and Reporting: 

  • Ensure that all regional programs comply with donor requirements, organizational policies, and local laws and regulations. 
  • Maintain accurate and up-to-date records of program activities, budgets, and reports. 
  • Prepare and present reports on program performance to line managers and donors. 
  • Identify and mitigate risks associated with program implementation in the region, including security, operational, and financial risks. 
  • Develop contingency plans to ensure program continuity in the face of unforeseen challenges. 

Brand and Reputation:  

  • Contribute to implementing partners are aware and are actively involved in building and maintaining the Save the Children brand in all project field sites and with all project external stakeholders, including program strategic partners  

Communication and Representation:   

  • Maintain clear and effective communications with the KREASI team members and other program or support staff in the Save the Children Indonesia 
  • Ensuring communication flows effectively between the program, partners and another external stakeholder 
  • Under the supervision of the Head of Operation, s/he will contribute to maintaining relationships with host government authorities of technical office up to provincial and district levels, donors and partner agencies, the GPE system, and local and international NGOs, including Save the Children International.  

General : Any other task & responsibilities given by the Supervisor and to comply with Save the Children and Save the Children Indonesia`s policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. 

QUALIFICATIONS AND EXPERIENCE 

  • Bachelor’s degree in Social or other relevant study 
  • Recommended a minimum of 7 years of management experience in an NGO environment, including significant field implementation experience  
  • Self-starter with an interest in innovation & understanding of design thinking 
  • Experienced facilitator or convenor who engages stakeholders inside and outside of the organization. 
  • Solid project management skills with a proven history of delivering results. 
  • Substantial experience, knowledge of effective financial and budgetary control, and ability to analyze information, evaluate options, and think and plan strategically. 
  • Excellent interpersonal, communication and presentation skills Fluency in written and spoken Indonesian, strong English written and spoken skills. 
  • Ability and willingness to be stationed in the Field office, with frequent travel to the program area as required by Save the Children 
  • Commitment and understanding of Save the Children’s aims, values and principles including rights-based approaches. 
  • Demonstrated ability to write high-quality reports and other project documents in Indonesian and English
