TITLE:  Program Coordinator (Nutrition)

TEAM/PROGRAMME: Nutrition

Program Implementation           LOCATION: Sittwe, Rakhine State

Number of Positions: 1

GRADE: NAT-3  CONTRACT LENGTH: Fixed

 

CHILD SAFEGUARDING: 

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.

ROLE PURPOSE: 

Under the supervision Health and Nutrition Program manager, the Program Coordinator will be responsible for the successful management and implementation of the Nutrition component of Let Sunk Kann-2 project in Sittwe and Pauktaw Townships, in villages and IDP camps. The program aims at to strengthen the food security and livelihoods of poor and vulnerable groups to recover from and to withstand variable shocks and stressors. The Project Coordinator for Nutrition will plan and implement the activities related to the improvement of nutrition status, through Social and Behaviour Change (SBCC) Platform and engage with stake holders and volunteers to support IMAM through effective mobilization at the community level. The position holder will also have the responsibility to manage performance and develop capacity of project staffs including partner management. This position will closely work with the Program Manager and other Project Coordinators of the program.

SCOPE OF ROLE: 

Direct report to: Programme Manager, Health & Nutrition– Rakhine 

Staff directly reporting to this post: Project Officers, Project Assistant & MEAL Officer

Role Dimensions: Regular contact of basic factual information 

Travel  : At least quarterly field monitoring visit and ensuring report

 

KEY AREAS OF ACCOUNTABILITY:

Program Implementation

•              As part of a Health & Nutrition Program, the position holder will be expected to work closely with all Health & Nutrition sectors of this project, coordinating all activities with the other PC and providing support and information whenever necessary.

•              In coordination with the PM, other Program Coordinators, Sub Nutritional Nutrition Cluster Co lead -Rakhine, prepare the program workplan, detailed implementation plan and other planning tools, as well as support budget analysis and forecasting.

•              Ensure that project resources are used optimally and that expenditures comply with internal controls set by the Finance/Grants Units.

•              Ensure staff are assisted and equipped to regularly monitor their work collecting quantitative and qualitative data for both process and impact. Ensure the information and data required by the MEAL team 

•              Assist the Program Manager in producing timely and quality reports that ensure appropriate capturing of programme impact and outcomes as well as programme outputs based on theory of change and M&E tools.

•              Prepare all documentation required for the procurement of materials, supplies, equipment required

•              for the program activities, in line with SCI procedures and lead time.

•              Assist and facilitate capacity building workshops, awareness sessions, review meetings and training sessions for sound implementation of the program.

Other program delivery tasks

•              Participate in the design of new project proposals including field assessments, budget’s development, work plan and logical frameworks.

•              Facilitate supply requests, distribution plans, consumption including Blanket Supplementary Feeding 

•              Program reporting from the nutrition/health program to the logistics department when required.

•              Participate in nutritional and health assessment planning, implementation, analysis, interpretation and 

Reporting.

•              Compile program/ project reports as required ( monthly, quarterly, semiannual, annual reports)

•              Any other tasks as required by the Program Manager.

Grant Management

•              Assist the Program Manager in managing the budget, ensuring that transactions comply with Save the Children’s and the donors’ financial and compliance policies.

•              Ensure that project resources for the Nutrition component are used optimally and that expenditures comply with internal controls set by the Finance/Grants Units.

•              Make sure that any particular issue, information or change on context, project or resources and which requires informing the donor is informed in written to the Program Manager.

Partner Management:

•              Ensure technical support to local Partner for smooth implementation in coordination with partnership team

•              Involve in Quarterly partner monitoring meeting and provision feedback

•              Ensure handover process to Partner

 

 

Communications and Coordination

•               Ensure that project related information is relayed to the Program Manager, and other Program coordinators.

•              Assist Program Manager in maintaining program documents and coordinating with all departments.

•               Ensure good communication and coordination between the team members working in the different contexts of intervention of the project.

•               Liaise with other implementing partners and different authorities to maximize collaboration and ensure proper coordination of activities.

•              Closely coordinate with SHD, SNT and THDs.

•              Represent health and nutrition management and coordination meetings at Regional/ Township level.

•              Capacity Building and Technical Support

•              With the technical support of Nutrition Advisors and Health Advisors, provide technical guidance and 

•              capacity building support and supervision to the operations team, and local partner staff to ensure 

•              successful implementation of nutrition/health program and provide opportunities for staff 

•              development.

•              Conduct trainings to build the capacity of staff and local partners as required with special focus on Project Officers from SCI nutrition team.

Team Management and Development

•              Ensure the effective use of Develop to perform including the establishment of clear, measurable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations.

•               Support project staffs through coaching and other developmental activities. Ensure all team members 

•              have the opportunity to build greater capacities in line with their expectations.

•              Will have to manage diverse team members and contexts ( camp and villages)

Ensure that your staff is providing all beneficiaries of your programmed with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct

QUALIFICATIONS 

•              Any graduates or degree ( More preferrable Health related degree or diploma)

EXPERIENCE AND SKILLS

Essential

•              Bachelor’s degree, and preferably university degree in health, public health and nutrition or equivalent experience.

•              Demonstrated skills, experience, and knowledge in antenatal care, IYCF, IMAM project.

•              At least four years management experience of development and/or emergency programmes in nutrition and health.

•              Good written and spoken English.

•              Good knowledge of project management cycle.

•              Good people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas.

•              Ability to work well in a team and train other staffs and demonstrate experience efficiently managing a team.

•              Very good interpersonal, communication and presentation skills.

•              Experience in conducting needs assessments, project design, monitoring, and evaluation.

•              Demonstrated skills, experience, and knowledge of community development; working with children and on children’s issues.

•              Very good people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas.

•              Ability and willingness to travel remote area as assigned.

 

Desirable

•              Experience with multi-sectorial programming, or experience managing programs in several different sectors.

•              Experience working with community groups in humanitarian, post-conflict and recovery development context.

•              Commitment to and understanding of Save the Children’s aims, values and principles.

•              Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy .

•              Prior experience with Save The Children

•              Experience working with children and on children’s issues.

•              Preferable implementation experience in Rakhine context
