Organisational context

The incumbent supports the implementation of OCHA’s mandate focusing on the following sets of activities: a) improving humanitarian access and civil-military coordination; b) strengthening humanitarian inter-sector and inter-agency coordination; and c) improving inter-agency humanitarian preparedness and response in Damascus Governorate.  
 
Position Purpose

Support and promote humanitarian access. 

Functions / Key Results Expected 

  • Under the guidance and direct supervision of the OCHA National Humanitarian Affairs Officer (FRO) and the OCHA Head of the Humanitarian Access and CMCoord Unit (SRO), the incumbent is expected to perform the following tasks: 
  • Draft minutes of all Humanitarian Access Working Group (HAWG) meetings and other meetings involving the Humanitarian Access and CMCoord Unit and follow up on main action points. 
  • Undertake all national-level and Damascus hub-level secretariat activities pertaining to Access-related themes including drafting correspondence, meeting minutes, etc.
  • Guide humanitarian partners at the national level on the effective use of the Humanitarian Notification System (HNS) for Syria. 
  • Maintain all national-level and local-level contact lists and mailing lists relevant to the Humanitarian Access and CMCoord Unit.
  • Maintain all national-level and local-level Access and CMCoord databases, including the Access Monitoring and Reporting Framework (AMRF). 
  • Support the OCHA Damascus sub-office in translating the HCT Humanitarian Access Strategy into action.
  • Participate in sub-national inter-sector and inter-agency coordination meetings in the Damascus hub and present on ways OCHA can provide support to improve humanitarian access. 
  • Facilitate access severity focus group discussions with INGOs, NNGOs and UN agencies working in the Damascus hub on a regular basis. 
  • Draft regular generic and thematic access snapshots and information products focused on governorates within the Damascus hub. 
  • In support of the Access and CMCoord Unit, engage with interlocutors as needed to strengthen civil-military linkages with the aim of improving humanitarian access.
  • Conduct access trend analysis for the Damascus hub.
  • As needed, participate in field missions within the Damascus hub to provide needed support on humanitarian access. 
  • Perform other duties as required by the National Humanitarian Affairs Officer.

Impact of Results: The incumbent will aim to take all required steps to improve humanitarian access and civil-military coordination in the Damascus Hub.

Ability to work under extreme pressure, on occasion in a highly stressful environment. Very good knowledge of institutional mandates, policies and guidelines pertaining to humanitarian affairs and sound knowledge of the institutions of the UN system.

  • Communication: Proven ability to write in a clear and concise manner and to communicate effectively, including ability to prepare reports and conduct presentations, articulating options concisely, conveying maximum information, making and defending recommendations. 
Required Skills and Experience

 Education:
  • Secondary education is required Or 
  • A first level university degree (Bachelor) in in Economics, Social Sciences, Political Sciences, or relevant field will be given due consideration, but it is not a requirement.
Experience:
  • Minimum of 6 years (with high school diploma) or 3 years (with bachelor’s degree) of progressively responsible experience in humanitarian work.
  • Good geographical knowledge of the geographical, political, and cultural context of the AOR is highly desirable.
  • Experience in secretariat or administrative support roles, especially within humanitarian organizations, INGO’s or NGOs is highly desirable.
  • Proficiency in using Windows OS and MS Office Suite (Word, Excel, PowerPoint) for documentation, analysis, and presentation purposes is an asset.
  • At least one year of relevant experience in humanitarian affairs, development and/or project management is an asset.
  • Experience in humanitarian coordination, preparedness, and response in emergency situations (complex emergency and/or natural disaster) is highly desirable.
  • Good analytical skills to assess the context, identify risks, and analyze data relevant to humanitarian operations is an asset.
  • Excellent communication and interpersonal skills to build and maintain relationships with a diverse range of stakeholders is highly desirable.

Other:

Proficiency in drafting skills is highly required to ensure precise and effective communication of Humanitarian Access reports and technical information.

Language:

  • Fluency in oral and written Arabic and English is required.
