Project Officer (Localization Support)
The Enabling Community Recovery and Resilience (ENCORE) Project is a critical component of the UNDP Community First Programme (CFP). ENCORE aims to empower the most vulnerable communities from crisis to recovery and then to long-term development and resilience through a range of short-term, intermediate, and long-term interventions. Specifically, the project shall work closely with these vulnerable communities to address their most basic needs while, at the same time, continuously building preparedness and capacities to manage risks. To this end, one activity of the ENCORE is to lead UNDP’s localization approaches in partnership with CSOs, including the provision of technical advice and direct capacity building to CSOs and legal aid service providers to empower the most vulnerable. Building community resilience also requires empowering the most vulnerable through legal aid services, which improve legal literacy, and offer specialized and reasonable support, such as online resources, training, and outreach initiatives to provide the most vulnerable with access to legal assistance and justice in times of needs. Legal aid providers can assist communities in navigating domestic legal systems and locating the resources and assistance they need. To this end, UNDP is seeking a Project Officer (Localization Support) to support the programming and partnerships
Summary of key functions:
- Enhance legal awareness of the communities in support of building community resilience.
- Support to promote civic education through capacity building of partners/CSOs
- Leadership and oversight of knowledge management and development of knowledge products
Enhance legal awareness of the communities in support of building community resilience focusing on the achievement of the following results:
- With the support of International Technical Advisors, support in identifying the needs and challenges of the communities to design the action plan to enhance their knowledge of domestic legal systems
- Support in developing strategies to increase legal aid coverage and strengthen legal aid providers’ ability to assist vulnerable communities
- Act as technical liaison to legal aid stakeholders including development partners, UN agencies, civil society, I/NGOs, etc., and provides technical inputs, as required
- Represent in regular coordination meetings with the stakeholders and the teams of Area-Based Projects (ABPs) within UNDP to provide technical support
- Monitor and report on changes in the legal environment that may impact on planned project activities
Support to promote civic education through capacity building of partners/CSOs focusing on the achievement of the following results:
- Support in developing and delivering programs of capacity building for partners/CSOs to enhance civic education.
- Ensure the activities of service providers comply with all relevant local, national, and international laws and regulations and promote human rights and gender equality
- In collaboration with UNDP ABPs, conduct capacity-building sessions for partners/CSOs on relevant legal issues
- Prepare internal/external regular reports on legal issues and activities for the management team
Leadership and oversight of knowledge management and development of knowledge products focusing on the achievement of the following results:
- Participate in the design of project monitoring tools and analysis of findings to ensure successful project outcomes Support delivery of the project activities including monthly monitoring and reporting on the project interventions, and contributions to UNDP quarterly and annual results reporting
- Keep abreast of good practices in other relevant countries and identify learning points for Myanmar
- Support facilitation and delivery of workshops, seminars, and capacity-building training
- Support local advocacy initiatives in relevant thematic areas

Partnership management
- CSO engagement: Knowledge and understanding of CSOs and the ability to engage with CSOs
- Advanced university degree (Master’s degree or equivalent) in Law, Public Administration, Development Studies, International Studies, or other disciplines is required, or
- A first-level university degree (Bachelor´s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience, will be given due consideration in lieu of Master´s degree.
- Law-related degrees an advantage.
- Minimum 2 years (with Master´s degree) or 4 years (with Bachelor´s degree) of professional experience in the implementation of democratic governance, or access to justice programmes and projects.
- At least 2 years’ experience working within the field of gender advocacy and promoting gender mainstreaming is an asset.
- Strong intellectual and operational capacity in providing advisory services to stakeholders.
- Agile, innovative and solutions-oriented.
- Computer literacy – MS Office applications, web-based management information systems
- Experience in supporting for Civil Society Organization (CSO) is an asset.
- Experience in the implementation of democratic governance, or access to justice programmes and projects is an asset.
- Experience and knowledge of international human rights and rule of law standards
- Strong understanding of Myanmar laws and legal system, and common legal empowerment issues
- Knowledge of Myanmar’s national and international gender equality and women’s empowerment commitments
- Strong analytical skills
Required Languages:
- Fluency in English and Myanmar is required
