Information Management Associate – Data Manager, GS-6, FTA, DS-Kyiv, UNOCHA
UNOCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. UNOCHA also ensures there is a framework within which each actor can contribute to the overall response effort.
Under the direct supervision of the Associate Information Management Officer, the Information Management Associate – Data Manager (IMA) will be working as part of the Information Management Unit and closely collaborating with the colleagues from the Coordination Unit and Communications and Reporting Unit as well as with other Units and the field offices. The IMA will be an integral part a team of the Information Management Officers, Graphic Designers, and Geographic Information System (GIS) Associates.
The IMA will contribute to data harmonization and comparability, data collection and the management of data flow, data analysis, processing and visualization, database design, development and maintenance and improvement of reporting outputs. The IMA will ensure that the quality of data produced by the Information Management Unit corresponds to the highest standards and is managed in a responsible manner in accordance with organizational policy and guidelines.
Duties and Responsibilities
Summary of key functions:
• Provision of technical support in developing and maintaining efficient and accurate information management systems;
• Provision of support in communication and information exchange with other OCHA Units and relevant stakeholders to strengthen data flow and the quality of received data.
Provision of technical support in developing and maintaining efficient and accurate information management systems through:
• Maintaining existing information management databases and systems with the collected data enabling the production of respective reports and information products;
• In close collaboration with the IM staff and under the guidance of the supervisor, assisting in the development of databases while identifying system and product requirements;
• Supporting and maintaining proper workflows for the data collection, management, analysis, dissemination to relevant stakeholders in accordance with policy and practice for data responsibility;
• Entering information and data into relevant databases, such as registries, contact databases, and other data inventories;
• Under instruction and guidance from the supervisor, setting up and maintaining business intelligence and data visualization tools, including Power BI products, to support analysis and information exchange to support OCHA’s core functions and various deliverables of the Humanitarian Programme Cycle (HPC);
• Carrying out pre-defined routine evaluations and analyses of Ukraine datasets using meaningful statistical techniques;
• Developing ad hoc analysis and products on demand for OCHA and the HPC. Provision of support in communication and information exchange with other OCHA Units and relevant stakeholders to strengthen data flow and the quality of received data through:
• Supporting a network of professional information management specialists from all partner bodies/agencies through established working groups and other forums to facilitate data sharing, exchange, standardization, and analysis;
• Supporting the training and guidance of partners on IM tools and services;
• Helping to facilitate and coordinate relevant working groups, including briefings, preparation of meeting records, tracking of attendance, etc.
Perform other duties as required by the Unit.
The key results have an impact on the efficiency of the Information Management Unit and OCHA Office in Ukraine. The efficient and effective development of information products strengthens the capacity of OCHA to advocate for- and deliver a more effective humanitarian response.

Required Skills and Experience
Education:
- High school diploma or equivalent is required. University degree in Information Management/information systems, Computer Science or any other related to the post description field is desired, but not a requirement.
Experience: - 6 years (with secondary education) or 3 years (with Bachelor degree) of progressively responsible experience in information management (database development, information systems, data analysis and visualization, and reporting) or relevant field are required.
- Advanced technical skills in Microsoft Excel, Power BI, SQL, ArcGIS, and similar programs are highly desired.
- Familiarity with the UN system (especially Information Management area) would be desirable.
- Previous experience with the UN or a multilateral or international organization will be an asset.
Language Requirements:
- Fluency in English and Ukrainian is required. Knowledge of Russian is desirable.
