Monitoring and Evaluation Analyst, NPSA-9, Short-Term (till 17.06.2025), DS - Kyiv

Following mounting reports of conflict-related sexual violence in Ukraine, the Special Representative of the Secretary-General on Sexual Violence in Conflict (SRSG-SVC) travelled to Kyiv on 2 May 2022. As a result, a Framework of Cooperation (FoC) on the prevention and response to conflict-related sexual violence (CRSV) was signed by SRSG-SVC, on behalf of the United Nations system, with Ukraine’s Deputy Prime Minister for European and Euro-Atlantic integration, Ms. Olha Stefanishyna, signing on behalf of the Government.
The Office of the Government Commissioner for Gender Equality Policy and members of the Interdepartmental Working Group on combating sexual violence are implementing the Action Plan with a focus on five critical areas: (i) trafficking in persons for the purpose of sexual exploitation, (ii) provision of comprehensive assistance to survivors of conflict-related sexual violence, (iii) access to justice and accountability, (iv) strengthening the capacity of the security and defence sector to prevent and address CRSV, and (iv) reparations and compensation. The Office of the SRSG-SVC co-chairs each of the inter-agency working groups dedicated to these themes together with UN agencies present in Ukraine.
While driving the plan forward in a volatile conflict-affected environment, the national authorities have sought strategic and technical support to coordinate and assist with the roll-out of the Implementation Plan. To bridge these gaps, the present project responds to this request, outlining the provision of technical support and expertise to Government institutions and relevant UN entities, which will work in collaboration with civil society organizations and first responders in implementing the FoC through: (i) policy development, (ii) training/awareness raising, and (iii) support to survivors.
In this context, UNDP is recruiting a Monitoring and Evaluation (M&E) Analyst to perform the Programme M&E activities, including reporting on execution of the Implementation Plan for Framework of Cooperation.
The incumbent will promote UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behavior, including sexual harassment, sexual exploitation and abuse.
Implement and participate in Monitoring, Evaluation, Assessment & Research Planning:
- Establish and coordinates effective mechanisms of monitoring the Programme implementation, including the development of evaluation tools and processes, and innovative approaches;
- Ensure optimal use of evaluations by providing guidance and support in the preparation of timely management response to all mandatory evaluations and by developing an M&E plan;
- Contribute substantially to donor reporting and other communication products with the provision of evidence-based results analysis;
- Ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardised across Programme Components to feed into programme performance monitoring, and field data is analysed and reported in a results-based and timely manner;
- Coordinate data collection and reporting through different online systems and tools, including information management system (IMS), IMRP;
- Perform quality control of programme data;
- Make regular reports and presentations to the PUNOs, Senior Women Protection Advisor and UNDP Project Management, highlighting areas of concern and preparing the documentation for review at meetings;
- Track key performance indicators and parameters for monitoring programme performance and measuring its progress towards its targets;
- Ensure that evaluations are designed and implemented in accordance with established quality standards, and the results are disseminated in a timely manner to stakeholders to improve the Programme performance and contribute to wider learning;
- Monitor and ensures the quality of the data management during the implementation phase, and the quality of the analysis and ease of understanding during the report writing phase;
- Update programme and project risk logs and upload relevant documentation into the UNDP system;
- Deepen the use of data through programme and its projects, including new and innovative sources of data;
- Develop ToRs, analytical frameworks, and questionnaires for data collection, thematic assessments, and other purposes;
- Ensure coordination and information sharing with other humanitarian and development actors by reporting to relevant clusters and working groups;
- Provide technical guidance to the Programme personnel and national stakeholders;
- Ensure that all relevant M&E documents are properly uploaded and managed;
- Collect data and reports on the contribution of the Programme to the achievement of the UNDP Strategic Plan and UNDP in Ukraine Country Programme Document outcomes and outputs;
- Ensure mainstreaming of gender equality in all aspects of M&E and reporting, promotion of a safe and enabling environment free of any kind of discrimination and abusive behaviour, and gender-responsive communications based on corporate principles;
- Support programme teams and senior management in planning and management of thematic, country programme/project evaluation; follow up on the implementation of evaluation and audit findings and recommendations. Ensuring the optimal use of evaluations by providing guidance in the preparation of timely management responses to all mandatory evaluations.
Ensure the provision of top-quality advisory services and Capacity Building:
- Document best practices and ensure facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation;
- Contribute to the promotion of awareness and understanding of the shared responsibility of M&E function among all staff members through communication, training, learning and development activities Programme-wide. Supports the Programme team with effective use of tools and methodologies for planning, monitoring, reporting and measuring of indicators at the outcome level;
- Foster participatory planning and monitoring by training and involving primary stakeholder groups in M&E activities;
- Provide technical support to Responsible Parties on all M&E related activities;
Ensure facilitation of Knowledge Management:
- Contributes to the implementation of Evaluation, Knowledge Management and Learning strategies;
- Present data and information in an accessible and useful format (templates, maps, reports) for analysis to support strategic and operational decision-making, with the support of UNDP CO;
- Cooperate with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues; keeps abreast of the latest development and professional norms, standards, tools and methodologies.
- Perform other functions as requested by management.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The M&E Analyst will work under the direct supervision of the Senior Women Protection Advisor and the overall guidance of the Project Manager to ensure the M&E requirements are fulfilled, the M&E Framework is reported on time with the required quality checks, and the Programme M&E activities are performed to the highest standards, in line with UNDP Country Office guidelines and procedures.

Required Skills and Experience
- Advanced university degree (Master’s Degree or equivalent) in Economics, Statistics, Political Science, Social Science, Energy, Environment or a related discipline, is required. or
- A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Minimum 2 years (Master’s degree) or 4 years (Bachelor’s degree) of relevant experience at the national or international level in monitoring and evaluation of development programmes and/or projects or related fields, including hands-on experience in design, monitoring and evaluation of development projects
Required skills:
- Experience and strong knowledge of monitoring and evaluation tools, in particular results-based management and impact evaluations, is required.
- Experience and extensive knowledge of advanced statistical methods for programme impact evaluation is required.
Desired skills in addition to the competencies covered in the Competencies section:
- Experience in drafting progress reports, research papers and/or communication materials is an asset.
- Experience in data processing and management skills and/or knowledge of special computer software and applications (Tableau, Power BI, Google Data Studio or equivalent, KoboToolbox or similar survey tools) is an asset;
- Experience in conducting trainings to staff and partners on Monitoring and Evaluation and/or reporting requirements is an asset.
- Experience in developing Monitoring and Evaluation plans/systems is as asset.
Required Language(s): Fluency in Ukrainian and English is required
