Health Specialist - Sponsorship Program
Location: Sumba (support the program in Sumba Barat and Sumba Tengah Districts).
Child Safeguarding: Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.
Role Purpose:
Save the Children Indonesia is implementing a ten-year health and education initiative through the Sponsorship Program in Sumba Island, NTT Province. The mission of the Sponsorship program is to fulfil children’ right to health and wellbeing and ensure every child has an equal opportunity to survive, learn and be protected. To achieve this mission, Sponsorship program implemented five integrated core programs in West Sumba and Central Sumba: Early Childhood Care and Development, Basic Education, School Health and Nutrition, Adolescent Development and Maternal Newborn Child Health and Nutrition. In 2025, Sponsorship will start a wind-down period where this program will implement the critical core components of the existing program which have the greatest impact on children, while together with the local government and community will plan the sustainability of the impact of this program after phasing out.
S/he will maintain coordination with provincial/ district/sub-district level District Health Office, Partner NGO, Organization professions, Health facilities, academia local governments for implementation of Health thematic (MCHN, AD and SHN). Health Specialist will assist in developing/adopting technical guidelines/protocols for the planned Health services, preparing and implementation of capacity building plan for DHO, PHO and project staff, and strengthening system of technical supervision/follow-up and feedback mechanism in coordination with local health offices. The incumbent will work closely with quality assurance team at District level and Health Facility Working Team for ensuring quality of services and participate in regular performance review meetings at provincial/district/sub-district level and assist in preparing and follow-up action points. The role holder will also organize joint supervision visits with health offices for ensuring quality of services in the selected public health facilities.
The Health Specialist will be based in Sumba to support the program in Sumba Barat and Sumba Tengah. S/He will be responsible for management of local implementing partners. The post holder will represent Save the Children in building strong cooperation Save the Children Member, donor, supply chain partners, local partners, local authorities and target beneficiaries. The post holder will contribute on the achievement of all the global KPIs on Operations Delivery, some of the KPIs on Awards management, and all Risk and financial management KPIs in relation to the program.
In the situation of major humanitarian emergency, the post holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. Furthermore, there is also a possibility for temporary relocation to disaster affected area.
Key Areas of Accountability:
Project Implementation and Quality
- Together with Program Manager to ensure the health thematic (MCHN, AD and SHN) program strategy & implementation are in line with program design, commitment with the donor and Save the Children Policy.
- Together with Health & Nutrition Advisor provide technical assistance and technical direction for Sponsorship program implementation to ensure all Sponsorship programs align with the Sponsorship CASP module and meet quality standard.
- To provide specialist advice, planning and project management support to partners to enable effective community engagement, including child participation.
- Lead on the program`s development and implementation, including monitoring performance against the plan and reporting progress every month.
- Lead on the evaluation process`s design and implementation to assess the health program`s effectiveness bi-annual and annual. Results will need to be collated and analyzed and an action plan for improvement developed from the findings. Progress against the action plan will need to be monitored and reported every quarter.
- Lead the exposure knowledges and advocacy plan to capturing best practices and promote the program replication at the sub national and national level
- Advise the partners on design and implementation of activity, material, and tool development, review, pretesting, refinement, and finalization. Review draft tools and materials before finalization.
- Conduct regular use of Quality Benchmark to ensure program activities meet a basic standard and needed improvements are identified and acted upon.
- Provide monthly report to line manager and together with MEAL team, provide feedback, inputs and lesson learn to be share to the team.
- Will allocate 10 % to support SG-1 National strategy under direction of Health & Nutrition Advisor in Jakarta.
- Under the direction of Program Manager, this post holder will support the proposal development for any further opportunity within Save the Children.
- Identify and communicate with line manager for any issues identified in the program operation with recommendations for resolution.
- Coordinate the external technical assistance visits from Jakarta-based and international staffs as well as the donor.
Child Safeguarding
- Contribute to the overall implementation of Child Safeguarding Policy (CSP) within National Office including ensure CSP integration in all project activities including for target beneficiaries.
Monitoring, Evaluation, Accountability, Learning (MEAL)
Collaborate with the MEAL team:
- In development of program log frames, indicators, implementation plans, and monitoring and evaluation frameworks and related tools.
- On quality data collection tools and analysis of key programme and project indicators, ensuring that learning is incorporated into program delivery.
- Take leadership to ensure the high quality of program research (baseline study which will integrated with the multi sectoral Formative Research Study) & learning agendas as required by organization and donor.
- Ensure the learning materials & documentations are stored and shared in regular basis among internal-external stakeholders and children themselves, also facilitating cross-learning.
Partnership Management:
- Under the guidance’s of the Program Manager to provide technical support for the implementing partners to ensure high quality programming and on time program delivery particularly.
- Equip partners with technical guidelines, modules and monitoring tools that enable partners to deliver and maintain high quality programming particularly related to Objective 3.
- Under the strategic directions of Project manager to develop capacity strengthening plan & provide technical supports required to develop the partners capacity.
- Under the direction of Program Manager to lead the join monitoring visit with the implementing partners and capture the lesson learnt of the partnership works.
Brand and Reputation:
- Contribute to ensuring all project staff are aware of and actively involved in building and maintaining the brand in all project field sites and with all project external stakeholders including partners.
General
- Any other task & responsibilities given by the Supervisor and in compliance with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in public health or other relevant study.
- Experienced in Health and Nutrition program.
- Minimum of 2 years of proven management experience in a contractor, corporate, or NGO environment, including significant field implementation experience in Eastern Indonesia.
- Minimum 2 years proven experience in managing local implementing partners.
- Experience in managing and developing a team and ability to lead, motivate and develop others, is preferred.
- Solid project management skills with a proven history of delivering results.
- Ability to analyse information, evaluate options and to think and plan strategically.
- Excellent interpersonal, communication and presentation skills.
- Ability and willingness to frequent travel to field locations.
- Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.
- Demonstrated ability to write high quality reports and other project documents in Indonesian and English.
